I will admit that the only down-side to the Civic Hall as a venue is a lack of free parking. However, I have been around Stratford upon Avon and have taken note of all the nearest car parks and their prices.
Hopefully this information will help you plan for your trip to the Teddy Bear Artist Event!!

The last car park I looked at was on Station Road, next to the Railway Station, marked in red:
This car park is now open again, after being closed for a while, and costs £3 for all day. This car park is great value if you don't mind a 5-10 minute walk.
There is also Pay and Display parking immediately in front of the Civic Hall, on Rother Street. This is 50p for half an hour, and £1.00 for one hour (maximum 1 hour).
